ELECTRICAL: electrify the cordless battery drawer
Description

One of the drawers on the tool cart has our cordless tool batteries needs get electrified.  The drawer is not in the lowest location on the card.  It should be moved to the bottom slot.

We need to have an electrically safe safe way to get power into the drawer (gromets and cable chains)
