Work on the by-laws
Description

Our by-laws (see G-drive) are incomplete.  We need the by-laws written so that we can get them on the website so people no the rules that we operate by.  Existing members have a decent idea of what the "rules" are because they assume "jungle rules" but new members don't know any of that history.

 

This 3 point ticket is not enough to finish the bylaws, but should be scoped to fill in at least half of the missing sections.

Acceptance Criteria
  1. Bylaws are 50% less gappy than they were when you started.
  2. Work stands a decent chance of being ratified by the team.
